Elk County Planning Department Applies for Funding

The Elk County Planning Department applies for funding annualy through the PA Housing Finance Agency for PHARE funding.  The PHARE funds received are used to administer a Housing Rehabilitation Program and a Handicap/Accessibility Modification Program for Elk County residents.  In the past, the programs have helped with active leaking roofs, windows, stair lifts and ramps.  The Housing Rehabilitation program can not assist with foundation repairs or cosmetic modifications.  These programs are available to very low and low to moderate income consumers that qualify per the specific guidelines and submission of required documentation. The income guidelines for the programs are determined using HUD Income Limits for the total number of persons in the home.  Some examples of required documentation include having an active homeowners insurance policy, current property taxes and utilities (heat, electric and water).  You may contact the Elk County Planning Department at 814-776-5335 or fill out the linked application and return to:  Elk County Planning Department, PO Box 448, Ridgway, PA  15853 to see if you qualify.

COVID-19 County Relief Block Grant Application Round 2

The Elk County Commissioners are pleased to announce that they will be accepting applications for a second round of COVID-19 county relief grant funding.  These funds will help offset the unexpected costs of the COVID-19 global pandemic in our local area.  The county will distribute these funds, and must follow strict state and federal requirements.  This new grant round is intended only for any applicant that did not meet the first round grant deadline of August 31st.  Applicants will only have until Friday, November 13th at 4:00 PM to submit an application.  Applications that do not meet program guidelines, or were already received in the first round, will be eliminated without notice.

Getting your Pennsylvania REAL-ID? We can help

Beginning May 3, 2023, Pennsylvanians will need a REAL-ID compliant driver’s license, photo ID card, or another form of federally-acceptable identification (such as a valid passport or military ID) to board a domestic commercial flight or enter a federal building or military installation that requires ID.

At the Elk County Courthouse, we can help you with the “Proof of all legal name changes” documents.

The Elk County Recorder of Deeds, Register of Wills and Clerk of the Orphans’ Court office can assist you if your name changed as a result of marriage. 

If your marriage license was applied for in Elk County and the proof of marriage was returned to us following your ceremony, we can issue a certified copy of your marriage license that can be used in the Real-ID application process.  If you’ve been married multiple times, you will need copies of each marriage certificate.  Each duplicate marriage license certificate is $5.00.  You can call and request your certified copy ahead of time, and just stop in to pick it up.  You can reach us at (814) 776-5349.   If you would like the certified copy mailed to you, it is an additional $0.50 to cover postage so your total for each mailed certificate is $5.50.  You can make checks payable to the Elk County Clerk of the Orphans’ Court.  The Register & Recorders office accepts cash, checks, or money orders.

If your marriage license was applied for in another County in Pennsylvania, that County will have the proof of your marriage and you’ll need to work directly with them to obtain a certified copy of your marriage certificate(s).

If you changed your name as a result of a divorce (e.g., returned to your maiden name), the Elk County Prothonotary/Clerk of Courts office can assist you if you require a certified copy of a divorce decree.  You can call in advance to confirm that your decree is filed in Elk County (814) 776-5344.  Certified copies of divorce decrees are $10.00.  The Prothonotary’s office accepts cash, checks, or money orders.

Are you planning to get married?  Firstly, CONGRATULATIONS.  Here are just a few important reminders for obtaining your marriage license:

1.  There is a 3 day waiting period from the time you apply for your marriage license until the license can be issued/used.
2.  Once the license is issued, it is valid for 60 days and then it expires.
3.  You can apply for your marriage license in any Pennsylvania County; it is valid state-wide.
4.  Your Pennsylvania marriage license cannot be used in another state.
5.  If you've been divorced, you will need a copy of your divorce decree in order to obtain a marriage license.
6.  The fee in Elk County for a marriage license is $40 payable by cash or check.
