The Elk County Commissioners have established a REIMBURSABLE grant program through the Act 13 Marcellus Shale Impact Fee for project activities within Elk County.  Applicants that are eligible include municipal governing bodies, 501© non-profit organizations and municipal authorities.  This grant is an open application which is due by  February 28th and August 31st each year.  In the event that the deadline falls on a weekend, the previous Friday will be the due date.  Grant requests must be a minimum of $1,000 up to the maximum amount of $10,000. Grant award recipients will receive notification by letter that will include a cooperation agreement with the Count of Elk confirming their understanding of the Elk County Act 13 Program Guidelines.  In order to be reimbursed, all grant recipients will be expected to submit a grant close-out report that will include copies of invoices that were used in accordance with the grant requirements, copies of cancelled checks used to pay invoices and photographs where applicable in order to receive their grant reimbursement.  Grant applications are available online at www.countyofelkpa.com or you may contact the Planning Dept. for further information at 814-776-5335.Click here for the Elk County Act 13 Grant Application

Sealed bids for a Community Development Block Grant (CDBG) project will be received by the Elk County Planning
Department Office, Elk County Courthouse Annex Building, 300 Center Street, P.O. Box 448, Ridgway, PA 15853, until 3:30 PM, August 1, 2022. The project will be for Storm Sewer Replacement in the areas of Grove Street, Julia Street, and West Center Street. All bids will be held until the August 2, 2022 Commissioner’s Meeting at 10:00 AM, at which time all bids will be publicly opened and read aloud. Faxed or emailed bids will not be accepted.
Copies of drawings, specifications, and bid forms may be obtained from the office of ARS Engineering Services, PO Box 202, Johnsonburg, PA 15845. Any questions or concerns should be directed to Ryan Miller, P.E. at 814-965-2211. Addenda, if any, will be issued to only those persons whose name and address are on record as having obtained a full set of bid documents. The bidding and contract documents may also be examined at the Johnsonburg Borough Building, 100 Main Street, Johnsonburg, PA 15845 and the Elk County Planning Department, 300 Center Street, Ridgway, PA 15853.
A pre-bid conference will be held at 311 West Center Street (across from Memorial Field), Johnsonburg, at 10:00 AM on July 19th, 2022.  Bid security must accompany bid and shall be made payable to the Elk County Board of Commissioners in an amount equal to 10% of the bid price and in the form of a certified bank check or a bid bond issued by an acceptable surety and executed by the bidder. The successful bidder will be required to furnish and pay for satisfactory performance and payment bonds, each in an amount of 100% of the contract price. A maintenance bond will also be required at the completion of the project. Bidders must submit with their bids the non-collusion affidavit contained in the bid documents. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, participation by Section 3 residents and businesses, and related matters. The bidders must submit documentary evidence of minority and women business enterprises which have been contacted and to which commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Bids that do not include this documentation may be rejected. The Elk County Board of Commissioners and the Borough of Johnsonburg reserve the right to reject any and all bids and to waive any and all informalities. Bids may be held by the Elk County Board of Commissioners for a period not to exceed 60 days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. This project is financed in part by a grant from the federal U.S. Department of Housing and Urban Development, under the administration of the Commonwealth of Pennsylvania, Department of Community & Economic Development (DCED).
