Steve Putt: District Manager

Steve, a native of Bedford County, joined the Elk County Conservation District as the District Manager in 2011. Prior to coming to Elk County, Steve served as the Resource Conservation Specialist at the Blair County Conservation District for 8 years and served as the Resource Conservationist at the Clinton County Conservation District for 2 years. He also spent some time residing in Maryland and Colorado. Steve is a certified professional in erosion and sediment control (CPESC) and has a bachelor’s of science degree from Shippensburg University of Pennsylvania where he studied Geology & Environmental Science. He is also active in the community and serves on the board of the Allegheny Hike Bike & Ski Association and the TriCounty Rails-To-Trails board. Steve also previously served on the Ridgway Heritage Council. Steve enjoys many types of outdoor recreational activities, but his favorites include; trail running, cycling, hiking, kayaking and rock climbing.


Steve's District Programs: District Administration, environmental education, Chapter 105 stream and wetland permitting, Chapter 102 erosion and sediment control, and the Dirt,Gravel, and Low Volume Roads Program
 

 
Kate Yetzer: Resource Conservation Technician

Kate, a native of Elk County, joined the Elk County Conservation District as the Resource Conservation Technician in 2014. Prior to working for the District, Kate worked for the Army Corps of Engineers at East Branch Lake and earned her Bachelors of Science degree with a concentration in Geology from Clarion University of Pennsylvania. Kate enjoys spending time in the PA Great Outdoors and volunteering her time at the Elk County Visitor Center.

Kate's District Programs: Chapter 102 erosion and sediment control, environmental education, and Dirt, Gravel and Low Volume Roads Program

 


Kelsey Kilhoffer: Resource Conservation Technician

Kelsey, a native of Elk County, joined the Conservation District in October 2017. Before moving back to the area, Kelsey had previously worked for the Allegheny County Conservation District in Pittsburgh. She is a graduate of the University of Pittsburgh at Bradford and obtained her Masters of Science Degree in Geoenvironmental Studies from Shippensburg University of Pennsylvania. Kelsey enjoys helping out at the Island Run Sportsman's Club in Ridgway, coaching the Johnsonburg Jr. High cheerleading squad, and kayaking the Clarion River.

Kelsey's District Programs: Agriculture and forestry technical assistance, Nutrient Management Program, environmental education, and Geographic Information Systems (GIS).




Stephanie Stoughton: Watershed Technician

Stephanie joined the Elk County Conservation District in September 2017.  She was previously employed as a teaching assistant at the University of Central Arkansas, where she received her master's degree in Biology.  Before graduate school, Stephanie worked field seasons for the Wyoming Game and Fish Department and the PA Department of Environmental Protection.  She received her bachelor's degree in Biology from Penn State Behrend in 2014.  Stephanie enjoys visiting her family's farm in Butler County, fishing, and spending time outdoors.

Stephanie's District Programs:
Environmental education, water monitoring program, water sampling, stream improvement projects, aquatic habitat improvement projects, and AMD reclamation.  



David Stubber: Solid Waste Enforcement Officer

Dave Stubber was hired as the Municipal Waste Enforcement Officer in 2000. He also was the West Nile Virus Coordinator for Elk County. He now splits his time as the Municipal Waste Enforcement Officer and working at the Community Recycling Center in St Marys. Dave is a retired DWCO with the PA Game Commission he also is very active at Elk County Catholic High School where he previously coached varsity football.

Dave's Programs: Community Recycling Center, Demolition permits, Solid waste management and enforcement.

 


Diane Myers: Secretary

Diane has been employed by the County of Elk since April of 2010. Her duties are split between the Conservation District and the Elk County Solid Waste Authority / Recycling Office. She provides all secretarial, accounting, and payroll services to the District. A lifelong resident of Elk County, she is a graduate of Jamestown Business College and has served in the U.S. Air Force as a ground equipment technician. Prior to starting employment at the County, she worked as a financial assistant for North Central PA Planning & Development Commission for 18 years.
